This Decree applies to owners of fishing vessels which have obtained cod trawling licences in the sense of the Decree relative granting of permission to fish with trawling gear of 1986 and article 3 of Decree relative to unit quotas for cod trawling fleets (being defined as "small trawlers" having a quota factor less than 1 assigned to them).
