This Decree shall apply to the transport of dangerous goods in packaged form by sea in Finnish ships in and outside Finnish territorial waters and in foreign ships in Finnish territorial waters. The transport of dangerous goods in packaged form by sea shall be governed by the International Maritime Dangerous Goods Code of the International Maritime Organization (IMO) as provided for in this Decree and as laid down by the Finnish Maritime Administration.
