This Decree applies to vessels which fish with an industrial trawl license pursuant to Decree No. 2185. The Decree aims, through assignment of unit quotas for vessels of more than one ship owner, at contributing to a rational management of fishing of mackerel, haddock and North Sea herring. Unit quotas shall be assigned to ship owners in accordance with criteria set out in article 6.
