The Marketing and utilization of fertilizers, growing substances and nutrients shall be authorized by the Ministry according to this Decree. The documents of application are listed in the Annexes. Authorizations shall be granted if the application meets the requisites of Annexes 1 and 2, and the standards specified in Annex 3. There are detailed rules on the storage, packaging, marketing and utilization of fertilizers, on the control of marketing and of stability of product quality, and finally
