This Decree validates the modalities of water uses and water abstraction by natural and legal persons. It shall be applicable either to surface water or to groundwater. Depending upon the type of water abstraction water uses shall be classified as general (water intake by natural persons for individual personal needs without utilization of any special installation or facility) and special (water intake by natural and legal persons with the utilization of installations or facilities).
