The plant breeder shall guarantee a maximum percentage of wild oats in his seed or other planting material and submit an analysis in this respect of his products (art. 1). A plan for fighting of wild oats shall be adopted by the State Agricultural Agency. The Agency and county authorities are charged with the control on the implementation of provisions of the Act on combating of wild oats (SFS 1970:229) (art. 4). Articles 5 and 6 concern the taking of samples and analysis by the State Seed Contr
