The scope of the Decree is to promote the most efficient use of pastures for the grazing by cattle, sheep, goats, etc. in outlying lands. Article 2 defines the application sphere of the Decree, whereas article 3 provides for the administration of funds. Conditions for aid are carrying out of organized grazing and are organized in grazing associations created and registered in accordance with articles 7 and 8.
