Where on the passing of this Act a person holds a position in the Department of Lands as: (a) Head Forester; (b) Forester, Grade I; (c) Forester, Grade II; (d) Forester, Grade III, the Civil Service Commissioners may, on the recommendation of the Minister given with the concurrence of the Minister for Finance, grant to him a certificate of qualification for that situation.
