The Prime Minister directs People's Committees of provinces and cities to examine the situation of riverbed sand and gravel exploitation, to control unlawful activities, revoke exploitation permits if necessary in areas where no report on the geological survey and assessment of environmental impact of river flows, dikes and the environment has yet been approved. Efforts shall be made to implement such planning and licensing activities shall be reorganized.
