This Act establishes an Emergency Relief Fund and grants powers to the Minister to guarantee loans extended by approved lenders. The Minister shall, as respects the functions assigned to him or her under this Act, be a corporation sole, with power to acquire, hold, lease, and dispose of property, to enter into contracts, to sue and be sued and to do all things necessary for the purposes of this Act.
