This Regulation sets forth the duties and responsibilities of ministries, governorships, prefectures and other government and private institutions in case of emergencies aiming at their efficient coordination regarding emergency response. It further sets forth the procedures for the quick and efficient delivery of the needed services to the disaster areas. The Regulation also provides for principles and procedures of the risk assessment and disaster response plans at central and local levels.
