The purpose of this Decree is to prescribe the matters delegated by the Ship Act and matters necessary for the implementation thereof. The text - consisting of 13 articles – deals, inter alia, with the following aspects: Port of Registry (art. 2); Hoisting of National Flag (art. 3); Delegation of Authority (art. 12); Guidelines for Imposition of Administrative Fines (art. 13).
