These Regulations require every proponent of a development proposal to apply to the approving authority for a decision on the proposal under Part 4 of the Environment Management Act 2005 before undertaking any work in respect of it that will alter the nature of any land as defined in the Act and to apply for screening of the proposal in accordance with these Regulations and section 27 of the Act.
