These Regulations amend the European Communities (Greenhouse Gas Emissions Trading) Regulations 2004 to allow operators participating in the scheme for greenhouse gas emission allowance trading within the European Community to use certified emissions reduction units (CERs) or emissions reduction units (ERUs) for the purposes of compliance with their obligations under the scheme.
