These Regulations implement the provisions of Commission Directives 98/1/EC and 98/2/EC to strengthen protective measures against the introduction and spread of organisms harmful to plants and plant products in contravention of the European Communities (Introduction of Organisms Harmful to Plants or Plant Products) (Prohibition) Regulations, 1980, as amended. The Regulations also implement the provisions of Commission Directive 98/17/EC which extends the expiry date for Ireland's protected zone
