These Regulations implement the provisions of Commission Directive 1999/66/EC which sets out the requirements for labels, or other documents, made out by the supplier of propagating material of ornamental plants. The Regulations also implement the provisions of Commission Directive 1999/68/EC which lays down additional information which must be included in the lists of varieties of ornamental plants kept by suppliers
