The purpose of these Regulations is to give legal effect to Commission Directive 1999/91/EC amending for the fifth time Directive 90/128/EC relating to plastic materials and articles intended to come into contact with foodstuffs. . Regulation 7 of the Principal Regulations is amended with respect to components of regenerated cellulose and trade in and use in the manufacture of plastic materials and articles of monomers and other starting substances.
