These Regulations give effect to EU Directive 93/75/EEC and come into force on 13 September, 1995. The Regulations set out requirements additional to present regulations governing the transport of dangerous goods as laid down in the Merchant Shipping (Dangerous Goods) Rules, 1992 (S.I. No. 391 of 1992). Principally, the Regulations: designate the Irish Marine Emergency Services (IMES) of the Department of the Marine as the National Competent Authority for the purposes of these Regulations; desig
