These Regulations amend the European Communities (Protein Feedingstuffs) Regulations, 1986 to 1996, so as to give effect to Council Directives 95/69/EC, 96/25/EC and 99/20/EC. The establishment or intermediary putting products referred to in Chapter 1.1(a) of Council Directive 95/69/EC of 22 December 1995 into circulation meets the conditions laid down in Article 2 or Article 3 of that Directive, as appropriate. These provisions shall apply without prejudice to Article 4(2) of Directive 95/69/EC
