These Regulations provide for the implementation in Malta of the European Union scheme for greenhouse gas emissions allowance trading for certain activities (those listed in Schedule 1) for the period commencing on 1 January 2013 and any subsequent periods. These provisions transpose Directive 2009/29/EC amending Directive 2003/87/EC so as to improve and extend the greenhouse gas emission allowance trading scheme of the European Union in so far as it relates to stationary installations.
