Commas 3 and 4 of section 2 of the Act on the delimitation of the Territorial Sea gives power to the Ministry of Foreign Affairs to lay down outer limits of the territorial sea. This Order indicates the baselines from which the breadth of the territorial sea shall be established at a distance of twelve nautical miles from those baselines. Some exceptions are based on bilateral agreements signed with Sweden and Germany.
