No goods specified in the Schedule shall be imported without a license granted by the Permanent Secretary, under provisions of section 4 of the External Trade Act. The Schedule contains a list of chemicals controlled by the Montreal Protocol External Trade (Import Prohibition) Order, 1999 (S.I. No. 42 of 1999) is repealed.
