Article 1 of the present Act establishes that the Minister of Finance is empowered to confirm the existence of fishing rights pertaining to public waters by issuing a certificate free of charge when the said fishing rights have been in existence since more than twenty years and, in particular if they have been already registered in the Fishing Book (Fischereibuch).
