This Decree provides for the reconstitution of the membership of the Governing Council of the Federal Environment Protection Agency. The Council shall be the governing body of the Agency and shall include as its members Permanent Secretaries charged with Agricultural and Natural Resources and other Government officers and private persons as specified in section 1.
