Section VI shall acquire a new wording: “Section VI State quality control of grain and its derivates. Article 21. The state quality control of grain and its derivates shall be carried out by the authorized federal institution.” Item 2 of the article 13 shall acquire a new wording: “2. Penalties for administrative offences shall be imposed by the officials the authorized federal institution.”
