Article 12 shall be amended to add the following wording: “Citizens wishing to conduct peasant farms shall be granted the right to submit application to local government requesting allotment of agricultural land pertaining to state or municipal property. Allotment to citizens of such land shall be regulated by items 1-6 of this Article”.
