Paragraph 4 of article 5 of the Mercantile Marine Code is amended as follows: "Navigation and hydrographical support of shipping routes, except for Northern sea-lane, is carried out by federal executive body in the field of defence. Federal executive body in the field of transport carries out navigation and hydrographical support of Northern sea-lane."
