These Regulations amend the principal Regulations of 2001 by replacing references to "licensee" and "owner" with references to "licence holder" and "operator" in the body of the principal regulations, and add "operator" to the persons listed in clause 11 of form 1 in Schedule 1 of the principal Regulations.
