"No licence shall be issued in respect of a foreign fishing vessel unless such vessel is listed in good standing in the register maintained by the South Pacific Forum Fisheries Agency at Honiara in the Solomon Islands and known as the South Pacific Forum Fisheries Agency Regional Register of Foreign Fishing Vessels". (only article)
