The 1993 Regulations implemented the provisions of Council Directive 66/401/EEC on the marketing of fodder plant seed. These Regulations continue to implement the provisions of that Directive as last amended by Council Directive 2001/64/EC. The Regulations apply to the certification and marketing of fodder plant seed of the species specified in Schedule 2 to these Regulations (reg. 5).
