The purpose of this Decree is to prevent environmental pollution by reducing the direct and indirect effects of emissions of volatile organic compounds to air. To achieve this, emissions of these compounds shall be limited to levels which do not exceed those laid down in the Decree. The Decree shall apply to any activity using organic solvents where the amount of solvent consumed exceeds the amount specified for the respective activity in the tables of Annex 1.
