This Order implements United Nations Framework Convention on Climate Change and the Kyoto Protocol. The purpose of the Russian system of assessment of anthropogenous emissions and absorption by the absorbents of greenhouse gas shall be official and shall be: (a) assessment of the amount of emissions and absorption of greenhouse gas; (b) annual report for the purpose of climate change assessment; (c) compilation of reports by the Russian Federation in accordance with the Convention and the Kyoto
