This Governmental Order establishes that certificates attesting compliance of pollutants contained in emissions by engineering facilities, processing plants, power devices, transport means and other non-stationary units with emission standards, and also certificates attesting compliance of fuel with air quality standards and air quality technical requirements shall be issued in accordance with the modalities envisaged by the legislation of the Russian Federation on certification.
