These Measures, containing 28 Articles, are enacted in order strengthen grassland fire prevention work, protect the lives and property of farmers and herdsmen, and protect the grassland ecological environment and grassland resources. The Measures concern the planning, institutional arrangement, implementation and supervision and inspection of the fire prevention and emergency response.
