These Regulations make provision with respect to a charging scheme to enable the Northern Ireland Environment Agency to recover costs for regulating the EU Emissions Trading Scheme in accordance with Directive 2003/87/EC of the European Parliament and of the Council establishing a scheme for greenhouse gas emission allowance trading within the Community.
