This Act provides for participatory irrigation management by water users in the State of Gujarat. Under the Act, the Competent Authority appointed by the State Government shall form a Water Users’ Association for each service area consisting of holders of land in such area using the water for the purpose of irrigation, and persons residing or carrying on business in such area using water made available to them from the minor canal through pipe lines.
