The Minister may declare a port or any waters of Papua New Guinea and any land contiguous to such waters, to be a declared port for the purposes of this Act. The Papua New Guinea Harbours Board is established under section 3. The Board shall give effect to any direction given to it by the Minister on any matter of policy relating to the exercise or performance of its functions, duties or powers.
