These Regulations concern the management of hazardous substances and of dangerous goods. Section 3 designates hazardous substances and section 4 specifies the characteristics of certain hazardous substances. Sections 5 to 8 exclude certain substances and storage facilities from the application of the provisions of these Regulations. Under section 9, storage of hazardous substances is subject to authorization. Sections 10 to 17 are dedicated to the construction and operation of storage facilities
