This Act provides for the effective development, utilization, and the appropriate protection of hot spring. The Special Metropolitan City Mayor, Metropolitan City Mayor, or Do governor ("Mayor/Do governor"), may designate a place abundant with hot spring resources as a hot spring resources protection district.
