The Instruction defines unfit fertilizers as those for which data specified in the analysis and origin certificate do not comply with the lab tests and also contain chemical elements beyond approved standards. The Instruction provides for measures taken in these cases, the procedures that take place during the border inspection, and the procedures for either their improvement or destruction. Model forms of border inspection and subsequent actions are also attached to the Instruction.
