The authorization required by article 12, paragraph 4 of Presidential Decree No. 187 of 2001 shall be issued by the Ministry of Agricultural and Forestry Policies. Operators that intend to produce flour and dry pasta must request the authorization to the Ministry. During export operations, enterprises concerned shall submit to the competent custom post the authorization obtained.
