The present Ordinance implements Baden-Württemberg Water Law. of 20 January 2004. The main objective of the Ordinance is to enforce the Council Directive 96/61/EC concerning integrated pollution prevention and control of 24 September 1996 and the Commission Decision 2000/479/EC on the implementation of a European pollutant emission register (EPER) according to Article 15 of Council Directive 96/61/EC concerning integrated pollution prevention and control (IPPC) of 17 July 2000.
