This joint Circular of the Ministry of Aquatic Resource s and the Ministry of Finance concerns loans to subjects for investment of fishing vessels and fishing service vessels. Eligible subjects shall have experience, conduct fishing operations, and shall have obtained a "practice registration" or an offshore fishing permit granted by the Aquatic Resources Protection Agency. The lending shall be handled by people's Committees at different levels.
