This joint Circular of the Ministry of Environment and the Ministry of Finance defines the scope and purpose of escrow accounts for environmental rehabilitation of mining sites pursuant to the Environment Protection Law of 1993 and the Minerals Law implemented by Government Decree No. 68 of 1996. It also prescribes the method of calculation of the monies to be put into the account by organizations and individuals licensed to exploit minerals.
