This Joint Decree establishes that import of unprocessed tea leaves shall be carried out exclusively by legal persons having fillers to the amount corresponding to processing capacity. It shall be applicable to tea leaves used as raw material for further processing and packaging. In order to obtain authorization for import of unprocessed tea leaves the applicant shall submit to the local body of the State Customs Committee the following documentation: (a) official letter attesting availability o
