Annex 1 lists poppy varieties of high alkaloid content. Only authtorized organizations can produce, improve, use for research and conserve the genetic material of those varieties. Annex 2 lists the varieties which can be grown without authorization. Applications for authorization must be presented to the Ministry. The approval of the Ministry of Health is necessary for the authorization.
