This Decree regulates tobacco processing in detail, providing quality standards for additives (Annex 3) and determining maximum residue limits of pesticides. Prohibited additives are listed in Annex 5. Packaging and labelling are covered by Articles 7-14. Tobacco product quality shall be controlled by the producer. Inspection by the competent authorities and sanctions are set forth in separate regulations.
