For the purposes of this Act and the International Convention relating to the Arrest of Seagoing Ships, the High Court shall have jurisdiction to hear and determine in admiralty proceedings in rem any of the claims mentioned in Article 1 the International Convention relating to the arrest of seagoing ships. The provisions of this section shall apply for interpreting the Convention. Article 1 shall be construed as including disputes as to possession of a ship. Notwithstanding Articles 2 and 3 of
