This Law shall be applicable to grain production, processing, handling, storage and trade of cereals and grains. State reserve shall be intended public stock of cereals and grains pertaining to public ownership that can be used exclusively in cases envisaged by the national legislation for supply of cereals and grains to the population and grain-based products and derivates. The scope of this Law shall be to set forth preconditions for the formation and function of the national grain market, rea
