The purpose of the state land use planning, state land cadastre and land monitoring shall be rational management of land and environmental protection. Basic principles of the state land use planning shall be: (a) respect for the rights of landowners; (b) use of land resources prevalently for agriculture; and (c) creation of favourable conditions for rational land management and improvement of soil fertility.
